There are other groups and individuals offering educational opportunities to students from Low Income Countries, addressing this need by providing scholarships to attend first-world universities.
However, many of these students do not return to their home countries to share the benefits of their international education. Further, this approach provides no funding to qualified institutions within these challenged countries, continuing a cycle of channeling funding to established universities in mature markets to the detriment of supporting local institutions.
This results in a lack of funding for local use to improve the infrastructure of higher-level education within the target countries.
